Jesse Kugler
Jesse Kugler is a mediator, arbitrator, and Vice-Chair at the Ontario Labour Relations Board. His practice includes mediating and arbitrating disputes in both the public and private sectors. Jesse is known for his practical and common-sense approach to dispute resolution.
Jesse attended the University of Western Ontario where he obtained a Bachelor of Arts (hons.) in 2003. He later attended law school at Queen’s University where he obtained an LL.B. in 2007. He was called to the Bar in Ontario in 2008.
After being called to the Bar, Jesse practiced law at a prominent labour and employment law firm as an associate and then as a partner. In this practice, Jesse regularly appeared as counsel before arbitrators, administrative tribunals, and the Courts on a wide range of issues involving labour relations, pension and benefits, human rights, constitutional disputes and insolvencies.
In 2021, Jesse left the practice of law and accepted an appointment as Vice-Chair with the Ontario Labour Relations Board and established a practice as a mediator and arbitrator.

Complete mediation and arbitration services of rights-based grievances and employment disputes. Jesse has significant experience mediating and arbitrating rights-based grievances across a broad array of public and private sector workplaces.
Interest Arbitration & Collective Bargaining
Full interest-based arbitration and mediation services. Jesse regularly works with parties in a variety of public and private sector workplaces, including workplaces governed by the Hospital Labour Disputes Arbitration Act.
Investigations
Workplace investigations have become an increasingly important tool to assist parties resolve disputes internally. Jesse assists workplace parties by conducting investigations, making findings of fact, and preparing reports and recommendations as required.
Pension & Benefits
Pension and benefits litigation can be complex, costly and time-consuming. Jesse has experience working with employers, trade unions, administrators, trustees, and beneficiaries to resolve pension and benefits disputes through mediation and, where necessary, efficient forms of adjudication.
